Power Information Technology Company (PITC), Private Limited is a commercial state owned enterprise registered with SECP under section 42 of companies Act 2017. Its mandate is to provide IT services and technology solutions to all DISCOs and power sector entities to improve their efficiency, effectiveness and profitability and additional services as directed by the Federal Govt. under public service obligation agreements. It’s worth mentioning that PITC is self-earning entity and has its own pension trust to pay off pension to its retired employees. The IT services are provisioned through primary and disaster recovery sites (data centers) which are established at WAPDA House and Aiwan-e-Iqbal, Lahore, respectively. These are offered as Software as a Service (SaaS) model and DISCOs are charged on /consumer /month basis to meet with its operational expenses. The DISCOs pass on these costs to the consumers through quarterly tariff adjustment.

Why PITC is Important
- Huge impact of cost that will be passed on to the CONSUMERS and to the Govt. in the head of SUBSIDY besides high tariff rates (billing, customer care services, smart metering etc.)
- At present, through PITC’s billing system consumers data is available as a single source of truth for all type of MIS and Adhoc reporting for all agencies with stringent controls to stop overbilling and likely theft
- Smart Feeders is a national level sensitive project cannot be outsourced, if outsourced, will or may have serious consequences as it may lead to cascade shutdown and blackout across all feeders etc. in Pakistan
- Meter is the cash BOX for revenue collection from consumers. It will result dissatisfaction if overbilled and revenue loss to Govt. if under billed by the respective DISCOs
- This function cannot be outsourced as it is sensitive with historical data of all power sector and will serve as nerve system for all power sector, ministry of planning and special initiatives, NADRA, FBR, NEPRA, World Bank, provincial Govt. etc. for simulations, modelling, sensitivity analysis and policy analysis before Govt. takes power planning or power market deregulation consequences.
- E-Governance which is trust between Govt. and its citizens cannot be ensured as Govt. ensures standard uniform delivery/provisioning of this ESSENTIAL service (electricity) to its citizens
- National level data and services platforms must not be put on cloud due to potential breach and sensitive information of national infrastructure
- Data privacy and security will be at risk
